Capture, Cult Missions, and Aide to Noble

I've added three things:

The civilian appointment "Aide to Noble". Can be applied for any turn. Must be announced just like all other applications, so not in play this turn.

Capture. There's a risk (or chance) you might be captured instead of killed. Rule in play immediately.

Cult Missions. No player character able to atm.

It is now possible for characters in Boldhome to ask a prisoner's cult to pay part of their ransom.
