Incognito and announced actions

First of all, props to Broar's player for adding such an interesting dynamic to this game. Well done....but....

1. Broar announced that he was leaving the position of regimental healer to Mularik's Company. As an announced action, is Broar compelled to resign?

2. Can Broar (or anyone else in his position) block access to a position despite "not being present?" Is it possible to dismiss someone from a position if they don't do their job?

3. Not going on campaign with your regiment would be a clear case of desertion - but the claim of a cult mission makes things a bit unclear. Could this be clarified?

4. As a deserter, the mechanism for arresting Broar would be as follows?
An NPC Deputy of Public Harmony will, if presented with reasonable evidence, make an arrest on 4+ on 1D6.
Given that Broar should be arrested but is incognito, how does the warrant get effected?

BTW, historically military discipline would not fall under the civilian authority (in this case the Deputy for Public Harmony" but under a military appointment - the Provost Marshal.

There are probably other points arising as Broar's player continues to advance the game in new directions.

Announcements must be made in the "Boldhome Crier". You own resignation is not an influencable action, and need not be announced. In fact, it wouldn't count as an official announcement (as in an order given in advance) even if you made such an announcement.

A "disappeared" character can block a position for a year after disappearing (in the case of officer ranks in regiments etc) or until their appointments end (as in appointments including regimental healers).

You can't go on a cult mission without anyone else knowing. All cults know exactly who are on cult missions.

The Deputy of Public Harmony could have someone in tribal lands arrested by sending one of their ferrets there, or going there in person.
