To sum up, there are three instances that can make the Deputy of Public Harmony arrest someone for a trial: the civil court, court martial, and cult tribunals.
The following are example crimes. I'm sure someone could come up with a crime not on the list, in which case the courts will improvise.

Civil Crimes
Low Crimes
Bribery, stealing, illegal gambling, refusal to pay debts, breaking contract, slander, embezzling less than 100 Lunars.
Minor Crimes
Accepting a bribe, blackmail, attempted murder, arson, inciting riot, embezzling 100-500 Lunars.
High Crimes
Murder, treason, spying, extortion, inciting rebellion, embezzling more than 500 Lunars.
Military Crimes
In ascending severity:
- Breach of discipline, which includes not doing required regimental duty.
- Cowardice, which includes leaving a regiment or military appointment the Turn it’s scheduled for the front.
- Gross incompetence.
- Treason.
Cult Offences
Low Offences
Not paying cult dues, not leading or participating in a ceremony in a Period, embezzling less than 100 Lunars, breaking a minor cult taboo (see below).
Minor Offences
Harming the cult, not leading or participating in a ceremony during the cult’s holy Season and/or Sacred Time, aiding or consorting with enemy cults, embezzling 100-500 Lunars.
High Offences
Aiding or consorting with Chaos, embezzling more than 500 Lunars, breaking a major cult taboo (see below).
