Tribal, cult, and regimental hostilities

We are going to have a problem with the mixture of rival regiments, tribes and cults (whereas En Garde had only rival regiments). If members of rival cults and/or tribes meet they are obliged to challenge each other - but they could be members of the same regiment, which leads to disgrace!
How do we solve this conundrum?

How about a regimental friend does not cause a duel due to tribal hostility. Regimental hostility would still cause a duel, even if both characters are from the same tribe. This avoids the risk of disgrace due to tribal hostility.
Also, the -1CP now applies to "a member of a friendly regiment, associated cult, and/or same tribe." Maybe this should be limited to "a member of a friendly regiment and/or same tribe."?
I'm thinking it would be a good idea to leave the cults out of the above. Otherwise a minmaxer could join, say, five cults as a lay member.
An alternative would be ""a member of a friendly regiment, an initiate of an associated cult, and/or same tribe."

Yes Military Service should have the priority in loyalties.
Perhaps those banned from joining Regiments due to Cult, should also be banned from joining Warrior Cult(s). Might be a moot point.

It need not be "also", but "instead"
"Chalana Arroy cult requirements; May not join Warrior Cult (recommended not to join any other cult, to avoid any possible hostility). May not duel, but suffers no penalty for not issuing a challenge".
Thus no regimental duels because no regiment, no cult duels since nobody is hostile to CA, and if you are validly challenged for your own actions you may have to take the 2 CP loss.
