Clarification on Regimental Healers

Please clarify the status of regimental healers.
As per the Chalana Arroy cult restrictions their cultists "May not belong to a regiment".
I have thus taken the view that regimental healers are simply attached to a regiment but do not belong to it. The implication being that the rules for regimental friends and enemies are do not apply to them.
Is this view correct or not?
