Removed the general requirement to participate in or lead a ceremony in a period. The requirement is still there for the cult’s holy period, unless at the front the entire period.
If at the front the entire period, priests, chief priests and high priests are not required to lead ceremonies in that period.

Royal Envoy
Mandatory attendance: All City Ring members and Nobles (not at the front) of Lord/Lady+, all of two highest cult ranks (minimum Rune Lord)
Those who fail to attend lose twice the CPs they enjoy from their appointment and earn a NiS. On a roll of 1 on 1D6 they lose their appointment and gain a -1 to civil appointment applications for one period.
